Makalede, İbn-i Kemâl’in “Risâletun fî Beyâni’l-Uslûbi’l-Hakîm” adlı risalesinde “el-üslûbu’lhakîm” belâğî sanatını incelemesi ele alınmıştır. es-Sekkâkî’nin isim babası olduğu söz konusu sanatın tanımı, örnekleri ve özellikle Kur’ân’daki yansımaları eserin genel konularıdır. es-Sekkâkî’nin tanımıyla sunduğu bazı örnekler arasında tam bir uygunluk olmadığına dikkatleri çeken müellif, konuyu daha doğru bir zemine oturtabilmek için öncelikle mevcut tanımı ıslah etmeye gayret etmiştir. es-Sekkâkî’nin örneklerini her iki bakış açısıyla tartışan Kemâl Paşazâde, yeni örnekler sunarak ilgili sanatın anlaşılmasına önemli katkılarda bulunmuştur. Ayrıca müellifin, âyetlerin daha doğru anlaşılması (...) için metin ve bağlam sentezlemesinin nasıl yapılacağına dair uygulama örnekleri tefsir açısından kıymetli veriler taşımaktadır. (shrink)

İslâm tarihi kaynaklarında sahabe arasında yaşanan hadiseler hakkında pek çok rivayet bulunmaktadır. Ancak bu rivayetlerin tamamının sahih olmadığı ehlinin malumudur. Binaenaleyh bu tür tarihî rivayetlerin tahlil edilmesi, tenkide ve kritiğe tabi tutulması gerekmektedir. Çünkü sahabe konusundaki düşünce ve kanaatlerimiz, başta Kur’an’ın anlaşılması olmak üzere İslâm’ın kaynak, kavram ve kurumlarıyla ilgili anlayışımızı belirleyecek ve dinî telakkimize de doğrudan yansıyacaktır. Bu durumda araştırmacıların vazifesi, sahabe ile ilgili rivayetlerin sahih olanlarını tespit etmek ve bu sahih rivayetler ışığında doğru değerlendirmeler yapmaktır. Bu çalışmada, sahabenin (...) önde gelenlerinden Ammâr b. Yâsir hakkındaki bazı haberler, özellikle Halife Hz. Osman’ın ona karşı sergilediği tutum ve tavırlar ile ilgili olarak ilk dönem İslâm tarihçilerinden Belâzürî’nin derlediği rivayetler eleştirel bir bakış açısıyla ele alınmakta, sened ve metin açısından tenkide tabi tutularak incelenip değerlendirilmektedir. Bu bağlamda Hz. Osman’ın Ammâr’ı dövdüğüne veya Medine’den sürgün etmek istediğine dair nakledilen rivayetlerin bir kısmının senedlerinin sâkıt olduğu, bazılarının ise sened açısından sahih olmadığı ve daha ziyade Şiî temayüllü olduğu vurgulanmaktadır. Mezkûr rivayetlerin içerik açısından da birbirleriyle uyuşmayıp tenkide ve tartışmaya açık olduğu ve bu rivayetlerden hareketle yapılan yorum ve yaklaşımların sağlam delillere dayanmayıp isabetli olmayan bir kısım iddialardan ibaret olduğu okuyucuların dikkatine sunulmaktadır. Amaç, bazı sahabilerin birbirlerine karşı tutum ve tavırları hakkında daha doğru ve gerçekçi değerlendirmeler yapılmasına imkân sağlamak ve İslâm toplumunda yaşanan bazı sorunların sebep ve sonuçlarının daha sağlıklı tahlil edilmesine yardımcı olmaktır. İslamiyet’in Türkler tarafından kabul edilmesiyle birlikte Türk edebiyatında, İslamiyet’i konu alan eserler telif edilmiştir. Bu eserlerin bilhassa tevhid, naat, münâcât ve hâtime bölümlerinde Allah’ın rahmetine ve Hz. Muhammed’in şefaatine nail olmak arzusunun dile getirilmesi bir gelenek hâline gelmiştir. Zamanla, şefaati konu edinen ve başta Hz. Muhammed olmak üzere Allah’ın şefaat etmesine müsaade buyurduğu kişilerden şefaat isteğinde bulunulan manzum ve mensur müstakil eserler telif edilmiştir. Bu eserler, dinî-tasavvufi türlerden ayrılarak şefaatnâme olarak adlandırılmıştır. Şefaatnâmelerin geneli, eski Anadolu Türkçesi döneminde telif edilen Hikâye-i (...) Kesikbaş, Hikâye-i Deve, Hikâye-i Güvercin, Hikâye-i Geyik, Hikâye-i Kız, Hikâye-i İsa, Hikâye-i İsmail ve Hikâye-i İbrahim gibi dinî manzum hikâyelere anlatım ve üslup özellikleri bakımından benzemektedir. İslam dinini halka öğretmek amacıyla sade bir Türkçe ile kaleme alınan ve tahkiyenin ön planda olduğu bu hikâyelerden biri, muhtevasından dolayı şefaatnâme türü içerisinde değerlendirdiğimiz Şefaatnâme-i Yahyâ’dır. Çalışmamıza konu edilen bu eser, Süleymaniye Kütüphanesi Yazma Bağışlar Bölümü’nde 4042 demirbaş numarasıyla kayıtlı olan ve içerisinde Süleyman Çelebi’nin (ö. 1422?) Vesîletü’n-Necât’ı ile eski Anadolu Türkçesi döneminde telif edilen dinî muhtevalı pek çok manzum hikâyenin bulunduğu yazmanın 155a-160a sayfaları arasında yer almaktadır. Şefaatnâme-i Yahyâ, aruzun “fâ‘ilâtün / fâ‘ilâtün/ fâ‘ilün” kalıbıyla ve mesnevi nazım şeklinde yazılmıştır. 154 beyitten müteşekkil bu eserde, Hz. Muhammed’in günahkâr ümmet için üzülüp ağlaması, o esnada sohbetinde bulunan Hz. Ebû Bekir, Hz. Ömer, Hz. Osman, Hz. Ali, Hz. Ayşe ve Hz. Fatma’ya günahkâr kullara şefaat için ne yapacaklarını sorması ve onların da bu soruyu cevaplamaları tahkiye edilmiştir. Bu makalede, öncelikle şefaatnâme hakkında bilgi verilmiştir. Ardından, Şefaatnâme-i Yahyâ’nın dil, şekil, anlatım ve muhteva özellikleri incelenmiştir. Sonrasında ise Yahyâ’nın Şefaatnâme’sinde ele alınan konunun Ömeroğlu’nun (ö. 14. yy) Şefaatnâme’sinde, Pir Muhammed’in (ö.?) Şefaatnâme’sinde, Topkapı Sarayı Müzesi Kütüphanesi Y. Y. 520/2 numarada kayıtlı yazmanın 30a-34a yaprakları arasında bulunan müellifi meçhul bir şefaatnâmede de yer alması sebebiyle bu dört metin mukayese edilmiştir. Farklı şairlerin kaleminde, aynı olay örgüsünün nasıl ifade edildiği bir tablo dâhilinde ortaya konmaya çalışılmıştır. Makalenin sonunda, Şefaatnâme-i Yahyâ’nın transkripsiyonlu metni hazırlanarak araştırmacıların istifadesine sunulmuştur. (shrink)

Ankara Üniversitesi İlahiyat Fakültesi öğretim üyelerinden Prof. Dr. İrfan Aycan’ın hazırlamış olduğu bu eser, İslâm tarihinin ilk hanedan devleti olan Emevilerin kurucusu Mu’âviye b. Ebû Süfyân’ın hayatı, şahsiyeti, idari ve siyasi yükselişini konu almıştır. Ayrıca İslâm yönetim anlayışına getirmiş olduğu saltanat sisteminin kritiğini yaparak, Mu’âviye’nin günümüze kadar süregelen tartışmalı kişiliğini kaynaklar eşliğinde değerlenirmiştir. Emeviler Mu’âviye’nin müesses İslâmi düzene ters olarak getirmiş olduğu veliahtlık sistemiyle doksan sene hüküm sürmüşlerdir. İktidarlarında ellerindeki devlet gücünü kaybetmemek için her yola başvurmuşlardır. Kerbelâ vakasında Hz. Hüseyin’in (...) ve diğer zamanlarda Hucr b. Adiy ve Zeyd b. Ali gibi şahsiyetlerin katledilmeleri kurmuş oldukları veliahtlık siteminin sonuçlarındandır. Zamanın olaylarının anlaşılması ve sağlıklı bir kritiğinin yapılabilmesi için Mu’âviye’nin hayatının öğrenilmesi gerekmektedir. In _Knowing God_, Ismail Lala investigates the nature of God and whether we can truly know Him according to the influential mystic, Muḥyī al-Dīn ibn ʿArabī, and his disciple, ʿAbd al-Razzāq al-Qāshānī.

Kemal Pasazâde (873-940/1468-1534) “fî Tahkîki Ta’rîbi’l-Kelimeti’l-A’cemiyye” adlı risalesinde “ta’rîb” yani “yabancı kelimelerin Arapçalastırılması” konusunu teorik ve pratik olarak inceler. Müellif verdigi çok sayıda örnekle neredeyse alanında küçük bir sözlük telif etmistir. Arap dünyasında iki kez tahkîk edilen ve karsılastırmalı çalısmaları yapılan risalede incelenen kelimelerin yaklasık beste biri, özel isimlerin büyük çogunlugunu olusturdugu Kur’ân-ı Kerîm kelimelerinden seçilmistir. Eser, bu yönleriyle Kur’ân’da Arapça dısı kelimelerin varlıgı üzerine yapılan tartısmalara önemli katkılar saglamaktadır.

Ahlak, 21.yüzyıl insanının dikkate alması gereken temel bir varlık alanıdır. Bu alan içinde, bireysel ve toplumsal yaşamı yönlendiren erdem ve erdemsizlik tartışması önemli bir yer tutar. Bu makalede, Mevlana’nın görüşlerine özel atıfla, bir erdemsizlik örneği olarak vefasızlık üzerinde durulmaktadır.

The institutional model as delineated by classical Public Administration has limited utility for public administration in the developing countries. There are unlikely to be any uniform structural remedies foradministrative defects in those countries. Similar relationships do not have similar consequences in different contexts. An increased awareness along these lines led to the emergence of Development Administration- an effort to relate structures to goals - and Comparative Public Administration - analysis of administrative structures in their own societal contexts. The basic argument (...) of the present articles is that despite our increased sophistication on these matters the relevance in Development Administration cannot be obtained if one relies only on theoretical knowledge. It is noted that in Development Administration thinking must descend from the heights of systematic theory to the open country of praxis. (shrink)

Interoperability across data sets is a key challenge for quantitative histopathological imaging. There is a need for an ontology that can support effective merging of pathological image data with associated clinical and demographic data. To foster organized, cross-disciplinary, information-driven collaborations in the pathological imaging field, we propose to develop an ontology to represent imaging data and methods used in pathological imaging and analysis, and call it Quantitative Histopathological Imaging Ontology – QHIO. We apply QHIO to breast cancer hot-spot detection with (...) the goal of enhancing reliability of detection by promoting the sharing of data between image analysts. (shrink)

This article explores the political implications of Muslim public self-presentation and forms of self-fashioning associated with the ongoing processes of re-Islamisation in both Muslim-majority and Muslim-minority societies. It sketches how projects of the Muslim public self contribute to a refiguring of the public sphere. The argument put forward is that public practices of self-reform grounded in religion and presented in pietistic terms are political by virtue of being tied to projects of societal reform and because they have a bearing on (...) the public sphere and public space. Proceeding from the premise that the public sphere is not neutral and that the subjectivities inhabiting it are shaped by power relations, the article examines the ways in which projects of Muslim public selves are imbricated in the material conditions of the settings in which they develop and as such are underpinned by dynamics of power and contestation. The present study attempts to investigate the effect of emotional intelligence, corporate ethical values, and ethical climates on the ethical judgment of auditors in Malaysia. The study used a questionnaire survey comprising instruments on emotional intelligence, 483, 2004), corporate ethical values, 339–359, 1985), ethical climate, and ethical vignettes related to the auditors’ job, 287–306, 1971 and Cohen et al. 1994). A total 263 usable responses were obtained and analyzed using statistical tests of mean score, standard deviation, correlation, and multiple regression. (...) The results reveal that emotional intelligence and corporate ethical values significantly influenced the ethical judgment of auditors. Likewise, instrumental and independence ethical climates have significant effect on ethical judgment of auditors in Malaysia. (shrink)

This study aims to investigate the experiences and problems of foreign nationals in Turkey, concerning microaggressions. Thus, it was aimed to find out which types of microaggressions -and at what frequency- are experienced by people who come to Turkey for different reasons like education, pursuit of a better life or escaping from war. The study was conducted in five different cities of Turkey. Students from primary school to university, teachers, parents and doctors took part in the study. The participants were (...) asked the single question “Do you ever experience deliberate or undeliberate insults, whether verbal or behavioral, targeting your ethnic identity and diversity in Turkey?” The results of the study show that microaggression is a very serious problem in Turkey. It can be gathered from the findings that Turkish people are not as tolerant to foreign people as they used to be. Behaviors that make people of foreign origin feel like second-class citizens and alienated take place quite often. Foreigners are usually connected with negative occurrences and they are reminded that they are not welcome in this country. These people are also accused of causing many misfortunes in the country. The study also exhibits that foreign nationals suffer greatly from prejudices about their cultures and they become the target of explicit and direct insults particularly regarding their race. This study explores the ways in which trust deficit undermines anti-corruption initiatives in a context with systemic corruption. Anti-corruption measures as panacea to systemic corruption are not new, but their effectiveness is debatable. Whilst understanding the causal relationship between corruption and trust remains germane to fighting corruption, a growing number of recent studies advocate better context sensitivity in developing anti-corruption initiatives. Consistent with this, we unpack the perceptions of a significant section of the population in which corruption is rampant to (...) identify factors that could enhance trust in the effectiveness of anti-corruption measures. Using commentaries from Nigerian Netizens on two critical corruption incidents that are significant to corporations, we uncover poignant narratives of perception of incompetence, dishonesty and confusion that undermine the anti-corruption measures in the context. We argue that donors, international organisations and businesses must encourage and support beneficiaries’ governments to secure and sustain trust in the anti-corruption initiatives as a condition for better results. We consider a chain of metabolic reactions catalyzed by enzymes, of reversible Michaelis-Menten type with full dynamics, i.e. not reduced with any quasi-steady state approximations. We study the corresponding dynamical system and show its global stability if the equilibrium exists. If the system is open, the equilibrium may not exist. The main tool is monotone systems theory. Finally we study the implications of these results for the study of coupled genetic-metabolic systems.

In the history of Islam, many scholars who have contributed to Islamic sciences both with their works and their thoughts have been attributed to teşeyyuʻ (being inclined to Shi'ism). Dārakutnī (d. 385/995) is one of the scholars who were subjected to this accusation. Dārakutnī, who was considered one of the leading ḥadīth reciters of his period with his strong memory and deep understanding, wrote many works showing his competence in the science of ḥadīth He was also given the title of (...) “Amīr al-mu’minīn fi’l-hadīs”, a title bestowed upon very few people. The background behind Dārakutnī’s accusation of teşeyyuʻ is that he memorized the poems of Sayyid al-Himyerî (d. 173/789), a Shiite poet. In this article, the allegation of teşeyyu' attributed to Dārakutnī has been examined and the information that constitutes the source of the said accusation against him has been examined and whether this accusation has been handled on a solid basis has been examined. As a result of the research conducted on both Dārakutnī’s own words and works and the Ahl al-Sunnah and Shia rijāl literature, it was concluded that the accusation of teşeyyu' directed against Dārakutnī was merely an allegation and was not based on a scientific basis. In the research, the information in the relevant sources was examined and an attempt was made to present the information obtained in an objective manner. (shrink)

Although nature of science and nature of scientific inquiry are related to each other, they are differentiated as NOS is being more related to the product of scientific inquiry which is scientific knowledge whereas NOSI is more related to the process of SI. Lederman et al. determined eight NOSI aspects for K-16 context. In this study, a science camp was conducted to teach scientific inquiry and NOSI to 24 6th and 7th graders. The core of the program was guided inquiry (...) in nature. The children working in small groups under guidance of science advisors conducted four guided-inquiries in the nature in morning sessions on nearby plants, animals, water, and soil. NOSI aspects were made explicit during and at the end of each inquiry session. Views about scientific inquiry questionnaire was applied as pre- and post-test. The results of the study showed that children developed in all eight NOSI aspects, but higher developments were observed in “scientific investigations all begin with a question” and “there is no single scientific method,” and “explanations are developed from data and what is already known” aspects. It was concluded that the science camp program was effective in teaching NOSI. (shrink)
